 Just noting that there's a couple of plugins that provide this,
 https://wordpress.org/plugins/english-wp-admin/ and
 https://wordpress.org/plugins/admin-in-english/ come to mind.

 I've seen this problem too and I think investigating the feasibility of
 this would be good.
