 FWIW, the title of this ticket might be better off something like "Add a
 way to prevent TinyMCE scripts from being injected". Wrapping the existing
 logic seemed like the most straightforward way to let Gutenberg override
 the existing behavior to prevent the scripts from loading alongside it.
