 Hi there, welcome to WordPress Trac!

 As noted above, the Custom Fields box is only displayed on Edit Post
 screen, not on Dashboard.

 In the block editor, the box can be enabled by clicking the three dots
 button at the top of the right sidebar, then navigating to “Options” →
 “Advanced panels”.
