 Hi,

 Here is the approach I propose in `35288.2.diff`:

 - Use "Sentence case" for 'Search engines discouraged' string.
 - Add information about search engines visibility in site health screen
 (see above screenshot).

 @clorith it would be great to get your feedback as Site Health maintainer.
 (I think we should probably move this one to Site Health component)
