 risk would be for tackling this?

 @sc0ttkclark 100%. I don't know that we would deprecate it, but leaving it
 available through `wp_enqueue_script()` or as a dependency is definitely
 the best way for backwards compatibility. I think we could continue
 packaging Underscore for a few releases, or we could switch to loading it
 from an external CDN.
