 Agreed, this is plugin territory, or even the territory of "use a
 different project".

 YOURLS has been around for many years, and has good support in all major
 CMS's, including WordPress plugins to handle it. It can do short URLs,
 generate statistics and tracking info from their use, etc. It works well
 when you give it its own short domain too. It's very lightweight, much
 lighter than WordPress is.

 I recommend that for your needs, using WordPress to generate and redirect
 to short URLs is somewhat overkill.
