 I've created this plugin (works with PHP 7.3+ - for older versions it just
 informs you need to update PHP) which allows to set SameSite parameter in
 WP Admin https://github.com/MikhailRoot/samesite-cookie-manager
 I use it till SameSite param management will be added to Core.
 Hope it will help someone.
