 That's not what I'm seeing: clicking the "Add new" button at the top of
 the media library keeps me on the same page - `/wp-admin/upload.php` - and
 makes a div with class `uploader-inline` appear.

 The media library button doesn't work for me, in pre-Chromium Edge only.
 The Dashboard >> Media >> Add new is working fine on all browsers.
