#49767: Useless wp_insert_post() arguments (post_modified, post_modified_gmt)
within dev docs

 It's still a thing that the arguments **post_modified** and
 **post_modified_gmt** within the docs of
 [https://developer.wordpress.org/reference/functions/wp_insert_post/]
 aren't working.

 It has already been discussed way earlier on Stackexachange:
 [https://wordpress.stackexchange.com/questions/224161/cant-edit-post-
 modified-in-wp-insert-post-bug]

 I suggest the parameters to be removed from the docs of wp_insert_post()
 or if that's not possible, it should be mentioned that they don't work as
 expected.

 I reconfirmed the issue with WP 5.4
