Comment (by afercia):

 [attachment:"34904.12.diff"] restores the toggles "rounded focus style"
 using the new blue style. See for example all the post-boxes and meta-
 boxes. See the Menus and Widgets accordions (also in the customizer).

 I'd appreciate design feedback on this change :)
