 For what is worth I'd be in favor of using one of the default styles for
 the Add New buttons. I'm not sure they should be primary though, as in
 most of the related pages there are many available actions and "add new"
 is only one of them. Personally, I'd use the default style (secondary
 buttons). Please notice these are going to have blue borders in #34904,
 which may help :)

 Noting there are a few inconsistencies in core (please ignore me if this
 has been already noticed) for example:
 - add terms: it's already primary (I guess just because it's at the bottom
 ot the page)
 - Widgets > Manage with Live Preview: custom
 - Menus > Manage with Live Preview: custom
 - Add Plugins > Upload Plugin: custom
