 Right now, after installation, it is not possible to register until the
 user enables Anyone Can Register option from Settings -> General area.
 Which is confusing for the general user. If it can be enabled by default
 that would be really time-saving. Also, this option can be added to the
 installation setup-wizard of WordPress.
