 I haven't been watching this too closely so forgive me if this has been
 tried before. Maybe this mockup I've been working on can help? I've been
 experimenting with some ideas to try and bring Gutenberg UI styles to the
 rest of WP Admin. I think the secondary buttons look less disabled, so
 perhaps it's worth trying.
