 Thanks @poena I overlooked that for sure.

 Seems that's the case that it's only loaded into the Customizer and only
 becomes live is saved. More can be found in the original make post;
 https://make.wordpress.org/core/2016/11/30/starter-content-for-themes-
 in-4-7/

 It might be nice to have some messaging surrounding that in the Customizer
 or the ability to load/disable the starter content when you load
 Customizer.

 I guess this is less a Bundled Theme issue and has been around since 4.7.
 I was going to close but am going to leave for now as I feel it would be
 helpful to users to indicate they're looking at starter content and not
 live content when in that view.
