 I think the labels in the first mockup seem like the clearest path
 forward, but I agree that we historically don't have visible labels in
 some of those areas. For instance, we don't currently include filter
 labels or "Currently x items selected" labels in other areas of WP-Admin:

 Should those areas include visible labels too?

 Regarding the "Menu" label at the left: I wonder if there's a more
 descriptive title there. "Menu" seems a little superfluous. Perhaps
 something like "Actions" or "Media Actions"?
