Comment (by desrosj):

 [attachment:"46152-move-command-line-directives-to-ruleset.diff"] moves
 command line directives for the other Composer scripts to the
 `phpcs.xml.dist` configuration file.

 I also moved the arguments to the top of the configuration to make that a
 bit easier to see. These are currently buried between a bunch of rule
 configurations and exclusion rules.
