Comment:

 Discussed during today's accessibility bug scrub. Raising from
 "enhancement" to "bug" as anything related to the image `alt` attribute is
 of fundamental importance for accessibility.

 Also, this way this ticket can be committed also during the WordPress 5.3
 release Beta phase which starts soon.
