 This issue came up in today's #design triage on Slack:
 https://wordpress.slack.com/archives/C02S78ZAL/p1568047191434600

 I'm going to remove `needs design feedback` for now, since this should
 just borrow focus states from elsewhere in WP-Admin.

 Once a patch is in place, we should be sure to add screenshots to the
 issue. At that point, it may benefit from another review. 👍
