 Seeing how https://core.trac.wordpress.org/ticket/14459#comment:84 is
 getting some action, I think the time is right to revive this ticket and
 finally get GIF animations right in WP.

 Perhaps @azaozz could chime in with a solution that at least works with
 ImageMagick like he did in the other ticket, suggest a good path forward,
 and prioritize?
