Comment:

 To further expand: the current markup in core is the best option for
 proper semantics and accessibility. The approach from
 [attachment:"47318-alt.diff"] solves in a simple way the right-click
 problem. I tested also on IE 11 and all supported browsers.

 I'd like to make a small improvement for no-JS support, as the Classic
 Editor provides the only fallback when JavaScript is disabled. When that's
 the case (not so uncommon for some companies and government bodies) the
 label position needs to be adjusted a bit. Will upload a new patch.
