 > ie.css and ie-rtl.css are old old IE6-compat CSS ... lets remove it at
 the beginning of 5.4 too.

 Aside: was planning to create a new ticket to remove any CSS related to
 old IE, conditional comments, and also some JavaScript stuff. 5.4 would be
 a nice clean-up opportunity, if no objections.
