Comment:

 I'm leaning towards a `wontfix` on this.

 Internet Explorer 10 is EOL, and 11 is only supported on machines running
 Windows 8.1, which will also lose support in January 2023.

 Most commonly used areas do not show the scrollbar any more (block editor
 has its own internal scroll for example), so I think we can safely
 disregard this and put it in the "doesn't work perfectly, but degraded
 somewhat gracefully" pile.

 Should this become a bigger problem later, we can revisit at that time.
