Yes, I understand. So to enforce that visible heading the argument here is
that this is not really a menu. It doesn't matter that it was designed to
be a menu, was used as a menu, looks like a menu, and works as an
application menu :)
So there ATAG recommends that all menus must have headings? And why
introduce the inconsistency, as that will be the only menu in WP that has
a heading :)
Anyways, lets review this in 5.4. Time is running out as this change was
introduced far too late in the dev. cycle to have the time to research and
review it properly.
Closing as fixed for not as there is other, unrelated changes on this
ticket. It is unfortunate that this wasn't reviewed well.
