Comment:

 Left here is moving the image editor to use `_wp_make_subsizes()`.

 I agree this is more complicated and think it's fine to ship with the
 other parts of WordPress supporting the functionality.

 To keep the conversation in the same place, going to move this to 5.4 for
 consideration, and change it from a task for clarity.
