New description:

What we've tried:
1. Base64 encoding the images was too large.
2. Linking to external sources that were out of our control, like
wikipedia, was a concern.
Neither of those options worked, so it's opted to host these images on
w.org. Included is a zip of some public domain images pulled from
wikipedia. Can we get these added to the w.org CDN for this purpose before
WP 5.3 RC1? Thanks!
