Comment:

 As per discussion on this ticket and on #47149 the "Media Types" heading
 text needs to be changed to take into account other types of available
 actions (e.g. Edit, Cancel) or actions plugins may add (e.g. Shortcode UI
 adds an "Insert Post Element" action).

 Best option would be a heading text that clearly identifies what this UI
 section is about but that is also as generic as possible.
