 @philclothier In the current state, disabling can be done by returning a
 "falsey" value to the `admin_email_check_interval` filter.

 #48153 was opened to allow the required capability to be filtered, but it
 has shifted a bit into how to make the feature more flexible.

 A dev note will be published as soon as a decision is made on #48153 and
 details are ironed out.
