 Admin Dashboard can be overwhelmed with ads from various plugins or even
 themes.

 To have a controlled experience, such Ads should be created through an
 API. Such API would then:

 - Provide a way to registers Ads
 - Provide a way to show Ads (hooks, on pages, based on user role; we don't
 want regular users to see ads that are aimed for web masters)
 - Have some of the admin places available only for admin notices and
 blocks ads from displaying them
 - Provide a way to opt-out from all Ads thus providing a better experience
 for clients

 I am not sure if that was ever discussed, maybe I did a wrong keyword
 search on tickets. But this way we could have a controlled way to handle
 Ads/Notices that are intended to drive traffic to the product site.
