Comment:

 This text appears on `nav-menus.php`, not in the Customizer as far as I
 can tell; moving this ticket back to the Menus component.

 (Having looked at it, though, the patch makes sense, at least to me. It
 would bring the text in line with the text in the Help tab on `nav-
 menus.php`, which says "drag and drop items.")
