 As discussed in the REST API meeting, it makes sense to handle script and
 styles in another REST API. This is different data. Also a scripts and
 styles API has other uses, such as lazy loading.

 Let's keep just the handles in this API for now, and move the discussion
 of scripts / styles into [https://core.trac.wordpress.org/ticket/48654
