 Hi @tchburn, welcome to WordPress Trac! Thanks for the report.

 I could not reproduce the issue on a clean install. The buttons says
 "Update Comment" there, see [attachment:48724.png] and the
 [source:tags/5.3/src/wp-admin/includes/template.php?marks=491#L486
 corresponding line in wp_comment_reply()].

 Are you using a localized version of WordPress or a custom translation?
