Comment:

 This looks like a theme CSS issue. In WP 5.3, the wrapping HTML tags for
 the image size select have changed, which will be the reason. @TonyLanc
 please update your theme to its latest version and the dropdown should
 appear again.

 On a fresh WP install with TwentyTwenty theme the select shows as it
 should.
