 Hi @jlchapmanbg, welcome to WordPress Trac! Thanks for the report.

 It's an issue with the Ocean Extra plugin, which hasn't been updated for
 5.3 yet.

 The support forums have a [https://wordpress.org/support/topic/5-3-throws-
 an-error/#post-12124813 workaround] that could be applied for now.

 The change to `WP_Upgrader_Skin::feedback()` was made in [46125], see
 [https://make.wordpress.org/core/2019/10/09/wp-5-3-introducing-the-spread-
 operator/ WP 5.3: Introducing the spread operator] for more details.
