Comment:

 There's already #48420 to discuss and improve the form controls CSS.

 As pointed out in the related dev note published on the Make block, see
 https://make.wordpress.org/core/2019/10/18/noteworthy-admin-css-changes-
 in-wordpress-5-3/, the admin CSS changes in WordPress 5.3 are a work in
 progress pretty much like anything else in WordPress Core and will be
 iterated in the next versions.
