 Hmm. I'm not really feeling that confusion. I don't think that it makes
 sense to move the header to the style.css or main PHP file unless core
 actually needs it. This separation makes sense to me, so I feel that
 tested up to should remain in the readme unless there is a reason core
 needs this information locally.
