 For others' information WordPress doesn't maintain list of timezones and
 DST transitions in its code. It relies on upstream PHP functionality for
 it, which includes so-called Olson database.

 Database version can be checked in `phpinfo()` and can be updated by
 updating PHP itself or installed as separate timezonedb package from PECL.
