I agree with this issue. I have compromised vision, and the color change
of just the text is not sufficient to indicate the focus difference. An
example of good focus indication can be found at gov.uk in the header.
When the logo and the url 'gov.uk is highlighted in the header (with the
tab key for instance, so the link is not followed, just focused), a solid
border is placed around the entire element. Dani Hooven and I are working
on some examples of CSS that may achieve a border for this element that
will not increase the overall size of the element. Several others in the
accessibility team are working on figuring out this CSS snippet.
