 Bundled Theme: Load Google fonts with `display=fallback` parameter for
 better UX in case the font cannot be loaded.

 Providing this query parameter ensures the stylesheet contains the `font-
 display: fallback` rule. This changeset also updates the Open Sans font
 used by core accordingly.
