 Added a new PR https://github.com/draganescu/wordpress-develop/pull/52
 which implements the design from @boemedia .
 It is still WIP because:

 - I am unsure what happens when I click on "Why is this important" and
 "Learn more" in the confirmation screen.
 - I am still working on highlighting the Admin Email row on the settings
 screen
 - I still have to add a message in the dashboard screen if the user
 confirms or clicks "Remind me later"
