This should not be marked as closed. Insane that this hasn't been fixed in
10 years.
For any other poor souls looking for a patchwork solution, none of the
above work with the Gutenberg editor (from my experience). Here's what
worked for me:
* Install the aforementioned [https://wordpress.org/plugins/wh-tweaks/ WH
Tweaks].
* It has a lot of options enabled by default. Adjust them as you like,
but leave "Show private pages in Parent dropdowns" enabled.
* If you're using Gutenberg, private pages still won't show under the
Parent Page dropdown, so install [https://wordpress.org/plugins/classic-
editor/ Classic Editor].
* Optionally, set your preferred default editor under Settings > Writing.
* Use the classic editor to set private pages as parents.
When you switch back to Gutenberg, the page will appear to have no parent.
From my testing, however, this appears to just be visual. The hierarchy
does indeed remain.
