 @zachflauaus @ahriad are you still able to reproduce this issue? If you
 are, feel free to reopen this.

 I am closing this out, though, as Windows 8.1 has not been updated since
 2015 and the Windows market share has recently fallen below 1%. If this is
 an incorrect assessment, please reopen.
