 Running `wp_targeted_link_rel()` on custom HTML widget appears to be an
 intentional change in [45143].

 I'm fine was reverting it for 5.2.1, but for 5.3 it makes more sense to
 fix the function so that it performs the replacement without breaking the
 code.
