 That's what [attachment:"47239.patch"] appears to do, though I'm not sure
 HelpHub has an answer to the "unexpected error occurred" message :)

 Looking at [45140], general support links were changed to `Support`,
 however links in messages that specifically suggest contacting the forums
 for help were changed to `/support/forums/`. I think it makes sense to do
 the same for both messages here:
 * `An unexpected error occurred. Something may be wrong with WordPress.org
 or this server’s configuration. If you continue to have problems,
 please try the <a href="%s">support forums</a>.`
 * `<strong>ERROR</strong>: Cookies are blocked due to unexpected output.
 For help, please see <a href="%1$s">this documentation</a> or try the <a
 href="%2$s">support forums</a>.`

 The latter message already has a specific HelpHub link, replacing the
 second link with the landing page seems redundant and less helpful.
