Comment:

 This piece of UI doesn't appear to be appropriate for the information that
 it represents. Site health actually isn't a sliding scale when several of
 the items aren't required for a completely healthy site. A site can be
 100% ok without having a 100% score on this meter, and that makes it
 inappropriate.

 That said, some further research by the design team would go a long way.
