 I disagree that user feedback should be the principle metric (and I
 understood that the core team took that view too; see:
 https://wordpress.org/support/plugin/gutenberg/reviews/). Users will
 largely be unaware that the calculation is arbitrary and without ultimate
 meaning. How would they know that? They're entitled to assume that it
 wouldn't have been put in otherwise.
