 Thanks, @truchot. This is a great start. I added an updated version
 (`34904.5.diff`) that adds a couple missing buttons, and also tries this
 out on form fields for consistency:

 I'm not sure if we'd want the state for those to be exactly this, or if
 we'd want to use the slightly different state from Gutenberg:

 (Whatever we choose, I figure we should make them consistent)
