Comment:

 I have not been able to reproduce this with the Italian locale active.
 When outdated translation files are auto updated, the email is correctly
 translated in full.

 Also, when my site auto updates to a new version, I see the email
 correctly translated. I think this is an issue on your setup, @wolly, but
 not sure what it is. I am going to close this out and open a new ticket
 for the Site Health email brought up in Slack.

 If someone else can reliably reproduce this, it can be reopened.
