 I know in the past there have been discussions around introducing
 "tooltips" in core and it was decided against it. Now that Gutenberg
 introduced accessible tooltips, maybe they could be reconsidered. However,
 I'm not sure it is worth it. While accessible tooltips are necessary for
 controls that use only icons, I'm not sure they're really necessary for
 controls that have some text. I'm afraid in this specific case they would
 just add unnecessary complexity.
