Comment:

 In 46645.4.diff: also fix total size calculation when plugins, themes
 and/or uploads have been moved outside of the WP install dir.

 @jeremyfelt @pento thinking this is ready. Any thoughts/suggestions,
 mostly about moving recurse_dirsize() and adding "timeout protection" to
 it? The UI/UX issues will be fixed in #46707 after this lands.
