 - adds `<hr class="wp-header-end">` after the header so notices are moved
 after the header
 - removes a couple of `<div class="wp-clearfix"></div>` as that's not the
 intended usage of `wp-clearfix` (those divs didn't do anything anyways)
 - overrides the default "update nag" margins so it's better positioned
